Robinwood

HACA has selected CHP to redevelop the existing public housing development at Robinwood. CHP is expected to start to manage the property after the financial closing of phase I. The redevelopment will occur in multiple phases. Once all the phases are complete, the Section 18/RAD blend project will have 214 newly constructed and rehabilitated units. Built in the 1970's Robinwood has 150 existing units and has served low-income families for more than 50 years. However, the current units and configuration include only three-, four- and five- bedroom units. Many of the residents, some who have lived at the development all their lives, no longer need such large units.


The redevelopment of the Robinwood Public Housing Development located in the Annapolis Neck section of the City of Annapolis consists of the new construction and rehabilitation of approximately 214 units.


Community Housing Partners, in collaboration with the Housing Authority of the City of Annapolis, will transform Robinwood from an obsolete public housing development into a mixed income, mixed tenure community that will feature a broad mix of incomes, housing types and uses by means of a LIHTC “twinning” (9%/4%/tax credits) transaction approach. The 4% component of the $82 million project, includes the rehabilitation of 68 three- and four- bedroom units, the new construction of 47 Senior apartments in a building that will also include management, maintenance and community center for after school and senior programs and community uses, as well as a mix of town homes and garden style apartments. HACA has secured a $1.5 Million grant for the redevelopment of the existing community center, which will be demolished and be rebuilt on the first floor of a new Senior Building at the entrance of the redeveloped Robinwood site will host afterschool programs for children and wellness activities for seniors of the community. Additionally, eighty-two of the existing town homes will be demolished to introduce a mix of town homes and garden style apartments.



The $26 million 9% tax credit development will include fifty-eight units in three garden style apartment buildings located in the center of the Robinwood site. There will be (16) one- bedroom, (24) two- bedroom and (18) three- bedroom units. The project will feature two indoor amenity spaces (telework/ multi-purpose room & a community room). Rents for the entire project will be restricted to households earning between 30% - 80% of AMI.
