Annual and Five-Year Plan

The Public Housing Reform Act requires the submission of both Annual and Five-Year Plan.


The Five-Year Public Housing Agency (PHA) Plan describes the HACA's mission and the long-term plan for achieving that mission over the subsequent five years.


The Annual Plan provides details about the PHA's current programs, the resident population served, and the PHA's strategy for addressing the currently assisted families and the larger community's housing needs.


The PHA Plan is a comprehensive guide to PHA policies, programs, operations, and strategies for meeting local housing needs and goals. There are two parts to the PHA Plan: the Five-Year Plan, which each PHA submits to HUD once every 5th PHA fiscal year, and the Annual Plan submitted to HUD every year. HACA's fiscal year runs from July to June.
