Glenwood High-rise was constructed in 1976 and consists of 154 units initially built to serve elderly and disabled residents. HACA has partnered with The Community Builders to substantially rehabilitate all 154 homes in the Morris H. Blum Apartments (formerly Glenwood High-rise). A construction program, budget, and financing package will be under development through 2021, with an anticipated construction start in 2022.


The units include (and will remain after rehabilitation):

  • 92 – Efficiencies; 1 of which is 504 Accessible units
  • 56 – One (1) Bedrooms; 2 of which are 504 Accessible units
  • 6 – Two (2) Bedrooms


Current amenities expected to be enhanced during the renovation include:

  • Computer Lab
  • Outdoor recreation areas
  • On-Site Laundry Facilities
  • Medical Clinic operated in partnership with Luminis Health (formerly Anne Arundel Medical Center)

Mixed Finance Properties


Mixed Finance public housing allows HUD to mix public, private, and non-profit funds to develop and operate housing developments. New developments may be made up of various housing types: rental, homeownership, private, subsidized, and public housing.
