Morris H. Blum Glenwood High-rise Senior Building
HACA selected TCB as the developer for rehabilitation and management of the units. The financial closing for this 154-unit, senior housing Section 18 Demo Disposition/RAD project occurred on August 16, 2023. The rehabilitation of this four-phase project has taken about 28 months to complete. All the four phases are now complete, and the tenants have moved into their respective units. Among other financing sources, the financing for this $60 million was provided through 4% tax credits, CDBG funds, and HOME funds. At this point, the project is about 99% complete. Some work unrelated to the units may not be completed until January 2026.
During the rehabilitation process, some existing residents were temporarily relocated off-site to ensure their safety and comfort, while others were transferred to vacant units within the building itself.
The comprehensive rehabilitation project encompasses a wide range of enhancements, including the installation of new windows, upgraded cabinets, modern countertops, improved toilets, state-of-the-art kitchen appliances, an updated roof, refreshed landscaping, modernized elevators, energy-efficient LED lighting, gas water heaters, and a new multi-purpose room that will cater to the diverse needs of the community.
The units include (and will remain after rehabilitation):
- 92 – Efficiencies; including 504 Accessible units
- 56 – One (1) Bedrooms; including 504 Accessible units
- 6 – Two (2) Bedrooms
Current amenities expected to be enhanced during the renovation include:
- Computer Lab
- Outdoor recreation areas
- On-Site Laundry Facilities
- Medical Clinic operated in partnership with Luminis Health (formerly Anne Arundel Medical Center)
