Newtowne Twenty

Demolition of 78 public housing units at the Newtowne 20 site began in September 2020 after receiving Section 18 demolition/disposition from HUD. The new development will provide one-for-one replacement of all 78 homes. Pennrose is HACA’s development partner for this property. New construction began in January 2021.


The project will accomplish the full-scale redevelopment of the approximately 49-year-old Newtowne 20 public housing site, culminating in creating a healthy new neighborhood in place of an aging complex that was functionally obsolete and no longer able to meet the needs of its residents.


The project will leverage a combination of Low- Income Housing Tax Credits (LIHTC), State and local soft funding, and private debt funds to create a safer, greener environment and brand new, high-quality, long-term affordable housing. The new apartment complex will include one- and three-bedroom apartment homes in both stacked flat and walk-up style apartment buildings. These buildings will be located around a new, connected looped road, with a central green space, a new tot lot, new basketball court, with the focal point being the new clubhouse building. Each unit will have a washing machine, a dryer, and a dishwasher. Out of the seventy-eight units, four have been designated as accessible units for the mobility-impaired, and two are designated for hearing or visually impaired residents. There will be a total of 100 available parking spaces for residents to use, nine of which are designated as accessible parking spaces.

Leasing is expected to begin in Spring 2022.
