Executive Director/CEO

Our Executive Director/CEO brings years of housing experience to the Housing Authority of the City of Annapolis. 

Melissa Maddox-Evans
Executive Director/CEO


Melissa Maddox-Evans, Esq. has over eighteen years of experience in the affordable housing industry and over thirty years in community development initiatives. She received her B.A. from Georgetown University, her law degree from the University of Georgia and is licensed to practice law in the state of South Carolina and in the District of Columbia. She served as both a Director of Housing and General Counsel for The Housing Authority of the City of Charleston and as CEO of the Charleston County Housing & Redevelopment Authority. Ms. Maddox-Evans has formed several non-profits, including The Charleston Redevelopment Corporation, an affiliate nonprofit which created The Palmetto Community Land Trust, and the Annapolis Housing and Community Redevelopment Corporation, to facilitate grant funding for resident programs and housing redevelopment in local urban communities in Charleston, SC and Annapolis, MD. Under her tenure, HACA received the 2023 Outstanding Community Revitalization Award for Wilbourn Estates by the State of Maryland.



Ms. Maddox-Evans is a national speaker on affordable housing and fair housing laws, non-profit/corporate governance and is an advocate for domestic violence victims, disability, education and social justice issues and was a featured speaker for TEDxCharleston. She helped form the Social Justice Racial Equity Collaborative which promotes racial equity and social justice policies and programs. Ms. Maddox-Evans currently lives in Annapolis, MD with her family and believes in being an active in her community and serves on several boards and commissions, including the Anne Arundel County Affordable Housing Coalition, and The Housing and Development Law Institute, Wash. D.C.

Board of Commissioners

The Housing Authority of the City of Annapolis is a legal entity separate from the City of Annapolis. The seven member board is appointed by the Mayor for a term of five years.

Jackie Wells Chairperson


Jacquelyn V. Wells; a life-long resident of Annapolis, was appointed to the Board in June 2013 and was voted in as Chairperson in January 2020. She currently resides in the Bloomsbury Square Community; where she serves as the Resident Council President. Ms. Wells also serves as the HACA Resident Advisory Board's Vice Present. A strong desire to assist and guide others on their pathways to more fulfilling lives has driven her enthusiastic approach to community involvement and service others. She has been the recipient of numerous awards for service; such as the Martha Woods Award and is a graduate of the Leadership Anne Arundel Academy. Currently matriculating at Sojourner Douglas College; Ms. Wells is in pursuit of a Bachelor's degree in Social Work. She is the proud mother of two adult children and two grandchildren.
