HACA strives to provide quality, affordable housing in safe, attractive communities for eligible families, the elderly, and persons with disabilities based on need and income.

The Housing Authority of the City of Annapolis manages and maintains several waiting lists:


  • HCVP Tenant-based Voucher
  • Public Housing General (all HACA communities)
  • Public Housing Transfer
  • Veterans Affairs Supportive Housing (VASH)


HACA owns and manages 712 low-income affordable housing units, over 350 tenant-based vouchers to include project-based, and VASH vouchers. HACA has mixed-finance communities in partnership with Pennrose Management - Obery Court, 103 units (formerly named Obery Court and College Creek Terrace) and Winn Management - Annapolis Gardens, 150 units.
