The Housing Authority of the City of Annapolis (HACA) is issuing this Request for Proposals in The Housing Authority of the City of Annapolis (HACA) is issuing this Request for Proposals in order to select a contractor for consulting services to assist in the conversion of Public Housingproperties to the Rental Assistance Demonstration (RAD) program. HACA has three active CHAPs (Commitments to enter into a Housing Assistance Payment) for three distinct projects. The three projects reflect a portion of the total Public Housing portfolio of the agency. The conversion will be to Project-Based Vouchers (PBV).
HACA was founded in 1937 to provide affordable housing in the City of Annapolis for families who lacked the means to purchase or rent housing at market prices. HACA’s mission is to achieve excellence by providing housing, and self-sufficiency opportunities, and by promoting customer satisfaction to enhance the quality of life for low, very-low, and moderate-income residents. The administrative office is located at 1217 Madison Street, Annapolis, MD 21403. HACA is a body corporate and politic organized under the laws of the State of Maryland. It is federally subsidized by the U.S. Department of Housing and Urban Development (HUD) to provide decent, safe sanitary, and affordable housing to low and moderate-income families. It is regulated by the Housing Act of 1937 as amended, regulations promulgated pursuant thereto, as well as laws of the State of Maryland.
All bids must be delivered in accordance with the RFP and no later than the RFP Submissions Deadline date and time. No late bids will be accepted.
