There are currently two open procurements at HACA.

 

RFP 2020-1 Legal - Corporation Counsel Legal Services

The purpose of this solicitation is to retain law firm, law firms and / or solo practitioners to provide legal services to the agency on an as-needed basis in the following areas: Landlord/tenant law; Labor/ personnel; Administrative law; Accounting, Finance and related audits;Maintenance; Development and Modernization; Information Technology; Housing Programs; Section 8; U.S. Department of Housing and Urban Development (HUD); RealEstate and Tax Credit; General civil litigation; Public Sector Law. Services may include, butare not limited to, dispute resolution, litigation services, and related legal advice.

Offerors must be members of the Maryland State Bar Association or proposal must specify Respondent’s association with Maryland State Bar, at HACA’s discretion. Respondents must provide evidence of qualifications and experience necessary to adequately and competently defend HACA in all or some of the fields specified above, and qualifications and experience necessary to adequately provide general legal services. The selected Respondent firm or firms must also demonstrate knowledge and expertise in Law related to the areas of litigation, legal services, or transactions described therein. Experience representing Public entities is advantageous. Additional requirement and information concerning this solicitation are contained in the following sections of the Request for Proposal (RFP) to allow each respondent firm an opportunity to respond in an acceptable and timely manner.

HACA was founded in 1937 to provide affordable housing in the City of Annapolis for families who lacked the means to purchase or rent housing at market prices. HACA’s mission is to achieve excellence by providing housing, and self-sufficiency opportunities, and by promoting customer satisfaction to enhance the quality of life for low, very-low, and moderate-income residents. The administrative office is located at 1217 Madison Street, Annapolis, MD 21403. HACA is a body corporate and politic organized under the laws of the State of Maryland. It is federally subsidized by the U.S. Department of Housing and Urban Development (HUD) to provide decent, safe sanitary, and affordable housing to low and moderate-income families. It is regulated by the Housing Act of 1937 as amended, regulations promulgated pursuant thereto, as well as laws of the State of Maryland.

All bids must be delivered in accordance with the RFP and no later than the RFP Submissions Deadline date and time. No late bids will be accepted.

The purpose of this solicitation is to retain law firm, law firms and / or solo practitioners toprovide legal services for Affordable Housing Development to the agency on an as-needed basis in the following areas: Landlord/ tenant law; Labor/ personnel; Administrative law;Transactional/Contract law; Accounting, Finance and related audits; Maintenance; Development and Modernization; Information Technology; Housing Programs; Section 8;Rental assistance Demonstration Program (RAD); U.S. Department of Housing and Urban Development (HUD); Real Estate and Tax Credit; General civil litigation; Public Sector Law. Services may include, but are not limited to, negotiation, dispute resolution, litigation services, and related legal advice.
