RFP 2020-3 Real Estate and RAD Consulting Services

To better financially support the Authority’s mission of providing safe, well managed affordable housing for low income residents of Annapolis, the Housing Authority of the City of Annapolis is seeking an experienced real estate consultant to work with the Authority to develop a strategy beyond the traditional public housing model to modernize and/or redevelop our housing developments by maximizing the resources available for affordable housing purposes. While the Authority is open to any and all strategies, the consultant must evaluate the feasibility and applicability of implementing a Rental Demonstration Program (RAD) in accordance with PIH Notice 2012-21 REV.

HACA was founded in 1937 to provide affordable housing in the City of Annapolis for families who lacked the means to purchase or rent housing at market prices. HACA’s mission is to achieve excellence by providing housing, and self-sufficiency opportunities, and by promoting customer satisfaction to enhance the quality of life for low, very-low, and moderate-income residents. The administrative office is located at 1217 Madison Street, Annapolis, MD 21403. HACA is a body corporate and politic organized under the laws of the State of Maryland. It is federally subsidized by the U.S. Department of Housing and Urban Development (HUD) to provide decent, safe sanitary, and affordable housing to low and moderate-income families. It is regulated by the Housing Act of 1937 as amended, regulations promulgated pursuant thereto, as well as laws of the State of Maryland.

All bids must be delivered in accordance with the RFP and no later than the RFP Submissions Deadline date and time. No late bids will be accepted.

RFP 2020-4 Concrete Flatwork

In keeping with its mandate to provide efficient and effective services, the Housing Authority of the City of Annapolis (HACA) is now soliciting proposals from qualified, licensed and insured entities to provide concrete flatwork. HACA intends to award one or multiple contracts. As needed work under the contract shall be authorized primarily by individual task orders on a project-by-project basis. Each task order shall reference a scope of work for that specific project and include a fixed fee and a completion date.

HACA is requesting proposals from qualified Offerors to establish single or multiple award contracts for General Construction Services using Job Order Contracting (JOC) or task order services for repairs, alterations, modernization, rehabilitation, and minor new construction of infrastructure, buildings, structures, or other real property in accordance with all terms and conditions and specifications as set out in this Request for Proposal (RFP). The indefinite quantity and delivery or Job Order contract will be for a period of one year with an option to renew for up to four additional one-year periods at HACA's sole discretion.
