RFQ 2018-002 - Affordable Housing Developer for Morris H. Blum Senior Apartments RFQ

The Housing Authority of the City of Annapolis (HACA) is seeking Statements of Proposals from interested Development Teams for the design and implementation of a Public Housing Development Program to redevelop the Morris H. Blum Senior Apartments site located at 701 Glenwood Street, Annapolis, MD. While HACA presently intends to select developers for additional properties through separate RFQs, HACA reserves the right to select one or more developers under this solicitation.The Housing Authority of the City of Annapolis (HACA) is seeking Statements of Proposals from interested Development Teams for the design and implementation of a Public Housing Development Program to redevelop the Morris H. Blum Senior Apartments site located at 701 Glenwood Street, Annapolis, MD. While HACA presently intends to select developers for additional properties through separate RFQs, HACA reserves the right to select one or more developers under this solicitation.

The selected Development Team, working in concert with HACA, any development advisors/consultants to HACA and local government(s), will be responsible for design, financing, development, and shared management of all units to be redeveloped in accordance with an agreed-upon plan. The project will be a substantial renovation of an existing residential tower for seniors, persons with disabilities aged 50 years or older, and serving public housing residents. There are households that are grandfathered into the development that do not meet the age and disability requirement. The project will include the renovation of complementary amenities such as recreational, medical offices, and community spaces.

The HACA selection process under this Request for Qualifications (RFQ) will result in awarding development rights for the project or projects to a single Affordable Housing Developer. HACA will enter into various agreements with the Developer to design, build or renovate, and finance the project(s). It is the intent of HACA to negotiate with a single Affordable Housing Developer and to have a development agreement or similar document serve as the controlling document for implementation of the Project.

Interested individuals, firms or entities with experience in the development and rehabilitation of public, Section 8 assisted, and/or mixed-income housing, especially those redevelopments involving residents remaining “in place” during the rehabilitation are encouraged to respond to this RFQ.
