HACA is committed to strategically expand the supply of affordable housing in the Annapolis Housing community, and to preserve and improve existing affordable housing resources. The agency is also intent on ensuring our homes add to the quality of life for all residents and the neighborhoods in which they are located.
As a part of its mission to provide quality, affordable housing in safe, attractive communities, HACA seeks to rehab or re-develop properties as they reach the end of their useful life. The Rental Assistance Demonstration program (https://www.hud.gov/RAD), created by HUD in 20XX, allows HACA to leverage public and private debt and equity. This increased access to funding makes it possible to re-develop properties.
The Housing Authority of the City of Annapolis (HACA) submitted a portfolio application for the Rental Assistance Demonstration (RAD) on October 23, 2017. HACA’s entire public housing inventory is included in the portfolio application for RAD conversion and divided into two Parts. Part 1 consists of Newtowne Twenty, Blum High Rise (Glenwood), Obery 1, Obery 3, and Annapolis Gardens. Part 2 consists of Harbor House, Eastport Terrace, Robinwood, and Bloomsbury Square. HACA anticipates receiving Commitments for a HAP (CHAP) from HUD for the Part 1 projects within the next 60 days. HACA will not apply for a CHAP for the Part 2 projects until 2019.
